If you have a tiny face thick eyebrows can be overwhelming; Also those with a low brow bone shouldn't go to thick. At the end of the day you want to open your eyes, so if there isn't enough space between the brow and the lash; make the eyebrows thinner and more arched.
If you have a higher brow bone then thicker eyebrows is a great look to have with a defined wide arch. DON'T over TEASE!! just play with shape of the brow, but if you do mess up, just allow hair growth and try again.
If you don't have full eyebrows and have a few gaping spaces in your brow... pencil and powder are great savers. While using pencil or powder on the brow, a brow gel is a great staple to have in keeping the color on the brow in place and from smudging.
When it comes to the color of your eyebrow when matching it to your hair color, remember if your brunette keep the eyebrow one shade lighter and if your blonde keep your shade one shade darker.
